Dr Juliana Ndasi serves as a Portfolio Lead with 15+ years of experience in the areas of public health and laboratory systems strengthening and accreditation. Before joining ASLM, Dr Ndasi served as the Technical Director and Deputy Executive Director for the Global Health Systems Solutions in Cameroon, where she managed multiple programs and projects across Africa and the Caribbean. Her work led to the accreditation of the first medical laboratories in Cameroon as well as in the Central Africa region to ISO 15189:2012 standards. Her work was recognized in 2012 with ‘honour and distinction for dedicated service, leadership and an outstanding performance’. In 2019, she received the International Excellence in Partnering Award for improving the quality of laboratories in developing countries through implementation of quality management systems from CDC & ATSDR Honour Award. Dr Ndasi holds a PhD in Pharmacology, a Masters in Pharmacology, Masters in Public Health (MPH), and a BSc (Hons) degree in Biochemistry.

Mr Tapson Nyondo joined ASLM in July of 2023 as a Science Manager. Mr Tapson is a committed professional public health evaluation researcher with over fifteen years of experience in operation research design, data analysis, program evaluation, economic evaluation, quality improvement, and learning agendas. Prior to joining, ASLM, Tapson worked as Data Analyst with the African Constituency Bureau, based in Ethiopia, focusing on HIV, Malaria, Tuberculosis and COVID-19, working closely with the forty seven Global Fund-supported African countries. Tapson has worked with the CDC/PEPFAR Malawi Laboratory Improvement Project, with specific areas of focus including expanding a cost-effective national sample transport system, expanding access to quality HIV diagnostics, supporting laboratories to achieve accreditation, and building the capacity for COVID-19 sample transport and testing. He has also worked as monitoring, evaluation and operational research lead with other reputable organizations such as Elizabeth Glassier Pediatric AIDS Foundation, Dignitas International, Pact World Wide, and University of Maryland, focusing on 95-95-95 HIV programmes. Mr Felix Humwa joined ASLM in July 2023 and serves as a Science Manager. Prior to joining ASLM, Felix served as a Data Scientist at the Centre for Epidemiological Modelling and Analysis (CEMA) at the University of Nairobi, providing support for clinical trials in HIV and AMR in the Department of Disease Surveillance in the Ministry of Health. Jean-Marie Nana joined ASLM in June 2024 as a Regional Coordinator. Prior to joining ASLM, Jean-Marie worked as team lead consultant in various Global Funds projects with Chemonics International. In Guinea and Chad, he collaborated with key stakeholders to improve laboratory networks, strengthen HIV & TB specimens transportation system, strengthen the National Reference Laboratory of Mycobacteria capacities through biosafety/biosecurity needs assessments and budget estimation, put in place an operational plan for laboratory data connectivity, and spearheaded the authoring and adoption of Chad’s National Biosecurity/Biosafety Manual. He has set up and managed many medical laboratories both in Nigeria and Cameroon. He also taught part-time in several schools of Medical Laboratory Sciences training. Mr Lisema Phafane is an In-Country Coordinator for ASLM, in support of Project Stellar in Lesotho. He supports the Program Manager and the project stakeholders to implement project activities designed to increase COVID-19 testing processes at the community level. Mr Phafane works together with the Global Fund, the Ministry of Health and other in-country partners involved in the COVID-19 response. He has prior experience setting up and running medical laboratories in both private and public services and experience in laboratory processes towards accreditation. Mr Phafane is a registered South African Development Community Accreditation Service (SADCAS) Technical Assessor and he sits on the SADCAS Accreditation Advisory Commetee. He has laboratory accreditation experience in Tanzania, Malawi, Zambia, Ghana, and Botswana. Mr Phafane has also been engaged in international accreditation mentorship in Cammeroon, and also as a trainer in support of commodity management, engaged by Foundation for Innovative New Diagnostics (FIND). Ki Zerbo Charles Lamou began working for ASLM in 2022 as a LabCoP Francophone Coordinator. Before joining ASLM, Charles worked at the Health Emergency Response Operations Center where he was at the centre of the COVID-19 pandemic response, and conducted several investigations on the disease with epidemic potential outbreaks. He has more than 20 years of field experience during which he has worked in peripheral, intermediate and central laboratories.

He was also involved in capacity building at CERMEL, with the establishment of a P3 laboratory for the surveillance system of viral diseases of public health concern, and regularly conducted routine internal biosafety audits of the five laboratories of CERMEL to support EQA and SLIPTA processes. Dr. Elbireer is the Chief Executive Officer of ASLM. Before joining ASLM in November 2016, he was a faculty member of Johns Hopkins University (JHU) School of Medicine, Baltimore in the United States. He worked in East Africa for over a decade as the Country Director for a JHU non-governmental organization in Uganda. He was the Laboratory Administrative Director for Makerere University-JHU at the Infectious Diseases Institute (MU-JHU/IDI) in Kampala, Uganda. He was also the Chairman of the American Society for Clinical Pathologist (ASCP) Advisory Board of Certification in Uganda. In 2003, MU-JHU/IDI Core Laboratory was the first medical laboratory in East Africa to be accredited by the College of American Pathologist (CAP). Under Dr. Elbireer’s leadership the MU-JHU/IDI Core Laboratory was selected in 2008 and 2010 by the “Medical Laboratory Observer” magazine as Laboratory of the Year (second & first runner-up, respectively). This was the first international laboratory to be selected for this honor. In December 2012, his laboratory was also selected by ASLM as one of the “Best Practice Laboratories in Africa”.
Dr. Elbireer holds a Master of Business Administration (MBA) degree and a doctoral degree in healthcare administration (PhD). He brings a strong history of leadership, having held positions in several healthcare establishments, including medical laboratories, research facilities, centers of excellence, and hospitals in the United States and Africa. He is a dedicated advocate for laboratory systems strengthening. He has published several manuscripts in peer-reviewed journals on clinical laboratory science and the quality of laboratory services in Sub-Saharan Africa.

Prior to joining ASLM she was a Lab Advisor for CDC Mali where she applied technical and practical skills in planning, coordinating, monitoring laboratory programs and activities to achieve PEPFAR and IHR/GHSA goals. As a SLIPTA auditor she was a facilitator and mentor for the SLMTA process. She holds a PharmD from Mali’s National School of Medicine and Pharmacy, a University Diploma in Epidemiology and Health Database Management from the University of Bordeaux, and a Special Certificate of Bacteriology -Virology from Pasteur Institute in Abidjan. Ms Elishebah Maruta Mutegi joined ASLM in 2021 as a Data Analyst for the NEDL project. She holds a Bachelor’s of Science (Statistics) Degree from Egerton University, Kenya. Prior to joining ASLM she was the Senior Technical Advisor – Strategic Information at Elizabeth Glaser Pediatric AIDS Foundation, Kenya where she led the SIE department for the Timiza90 project. Dr Talkmore Maruta serves as the Acting Director of Programs. He is a public health and medical laboratory professional with 22+ years of experience in the areas of laboratory systems strengthening, emergency preparedness and response and biosafety and biosecurity. Dr Maruta has worked with renowned institutions including Clinton Health Access Initiative (CHAI), Foundation for Innovative New Diagnostics (FIND), East Central and Southern Africa Health Community (ECSA-HC), and Africa Centres for Disease Control and Prevention (Africa CDC), where he managed programs and projects across the Africa Region, the Caribbean and East Asia. His work in the region was recognised at the ASLM2012 Conference with a ‘Distinguished Leadership’ award, and the ‘Best Employee’ award in the World Bank-supported Southern Africa TB Health Systems Strengthening (SATBHSS) project in 2019. Dr Maruta holds a PhD in Public Health, a Master’s in Public Health (MPH), a Master’s in Business Administration (MBA), BSc (Hons) degree in Medical Laboratory Sciences and is currently in pursuit of a Master’s in International Affairs and Diplomacy. Dr Diallo joined ASLM as a Laboratory Senior Advisor in August 2018. He holds a Doctor of Medicine degree from the University of Ouagadougou, Burkina Faso and Master’s degrees in Blood Transfusion Technology and in Health System Engineering. Before joining ASLM, he worked as Director-General of Health Care Offers at the Ministry of Health of Burkina Faso. Dr Diallo has also worked as an RTCQI Regional Coordinator and Project Officer at ASLM, laboratory QMS mentor, IRCA QMS ISO 9001 and ASLM certified SLIPTA auditor, part time lecturer, hemobiologist and physician.
